Kimberly Rated “Highly Qualified” by Coalition Voter Project

Kimberly Brown has been found to be a top “highly qualified” candidate in the Board of Education District 4 election. This continues to show the election is a 3-way race between elected official-backed Ellen Rosenfeld, CTU-backed Karen Zaccor, and Independent Kimberly Brown.



– HIGHLY-QUALIFIED – candidate evidences the skills, competencies, experience and commitment to be an effective board member, has a track record and/or areas of expertise that position them to bring additional value to the board and/or positions them to be change a agent; demonstrate through experience that they are solutions-oriented problem solvers, with articulated implementation plans, and have skillsets / areas of expertise that can add depth and strategic vision to the position.

– WELL-QUALIFIED – candidate evidences the skills, competencies, experience and commitment to be an effective board member, has a track record and/or areas of expertise that position them to bring additional value to the board and/or positions them to be a change agent;

– QUALIFIED – candidate evidences the skills, competencies, experience and commitment to be an effective board member;


Candidates were rated by the COAL Education Committee based on the candidate’s response to the
 ERSB Candidate Questionnaire, their submitted bio or resume, and direct engagement at in-person candidate forums. AI was used in the evaluation process to assist in synthesizing responses to the 26 questions and other requested data that comprised the questionnaire.
Ratings reflect the Committee’s opinion of whether candidates have the necessary qualifications to perform as effective members of the Chicago Board of Education and to bring the change required to improve Chicago public schools. Candidates who chose not to participate are identified as “Did not respond”.
